Bill Sullivan

K said he was trying to keep this thing (troop announcement) from getting
out of hand. Everyone is knit-picking now. He was under the impression
that the 25-40 figures would be cleared. Sullivan said the Australians
and New Zealand were told. K wanted to know how he could pass
instauctions to State and have them carried out. Sullivan said through
Ted Elliot or himself. K sa id he told the Secretary twice. Sullivan
said he asked Friday and never did get any instructions. We have about
two hours left which would give them 12 hours notice. K wanted to know
if there would be an explosion in Thailand. Sullivan said they could
explain it m by noting Ky's leak and that we had to move fast on it.
K indicated that alot of complicated things were coming out xfxxxxxxx
8 as we are going through these figures. The 543,540 was February 22.
Sullivan thought January 20 is the only figure you can use. Or, June 30,
K added. Sullivan said it creates problems with our press here. They
will accuse us of juggling numbers. K said he would call Sullivan from
Defense after working on this with Laird.
Sullivan wanted him to know that we have offered free elections.
K said we have to set up a communication system. It is a total breakdown.
He thought the Philippines wanted to be told. Sullivan again said the
only the Australians and New Zealand were told in advance. The others
we dxxxxx were told to wait until after the thing had been cleared with the
Vietnamese, It made sense. K said he would be back to Sullivan in an
hour.
