- 2 - Laird thought it would be good if he briefed the President on this. We don't have enough support forces with these rifles in Vietnam. The Congressional people think they should have them in Vietnam before sending them to Laos if they aren't going to be used there. K indicated that the President has been trying to get something done in Laos and everyone tells him he can't do it. Laird suggested giving them 1,000 or 2,000 at a time. When they have trained their men on them, then they will get more. Laird didn't want them to get the idea that we are committed to 2, 000 and slip a few out. K said he would rephrase the instructions and pass it by the President, to get his views. Laird said we flew 4,000 about five months ago and when he found they still had 2, 000, it bothered him. He wanted K to know he was on top of it. K said on the Hershey thing, was Laird against doing anything this week and not couple it with the apace announcement. Laird said he would check on that. In his meeting tomorrow, he would be talking about (briefing) the troop thing and wait until Friday on draft call. K told him to make sure his briefers stick to the figures K used in his backgrounder. Laird indicated that he had a copy of the back- grounder and also had one of his men there.
