Smith was looking for a draft of the speech and finally got one from Rogers.
K said he sent it to Smith through Ted Elliot as soon as he got it back from
the President. K told Elliot that he was xx looking to him to make sure
everyx agency would get a copy.
Smith mentioned that he thought K had said something about a book or
article he wrote on the liberal vs strict interpretation on agreements.
K said he never wrote anything on it.
