    "ocrText": "- 2 -\nof October. R said that was the second day of the meeting and he\nwould make it a point to be present. K said if R were to begin to\nget active, he could use that as a vehicle. R thought this was a very\ngood idea. K said this is the type of proposal R could put before that\nBoard -- he laughingly said if R wants to make an issue of something,\nhe is not the easiest man to keep quiet.\nR repeated that he would write a memo today. CIA could be the\noperatives if they haven't lost their nerve in the covert field. K said\nhe was chairman of a committee here which handles that type of thing.\nR said this was excellent. K said, when R comes down, he would like\nto have a talk with him and ask his advice on one or two things.\nR said he thought K was getting closer and closer to the meat for his\nown program. R said he was reading an article which said pulling\nthese troops out of Vietnam was a sign of weakness. K said it makes\nsense only if we are getting ready to move in another direction; on its\nown, it doesn't make any sense.\nR said he had gotten a request from somebody on the White House\nstaff (A Gilbert Brownell) asking him to make a statement on the\ntroop withdrawals. He said he was not going to make a statement for\nanyone on this unless it came from K. K said, that's right; he didn't\nknow R was being asked, and he didn't know Gilbert Brownell, but\nthat he would check into it. K said if it is important enought for an\n'R statement, I he would personally call R -- he wouldn't even have\none of his staff men do it. K said R had been terrific -- he had\nsupported us on every essential thing in the foreign field and he is\nconfident that R will give his full personal consideration on any\nimportant item.
