- 4 - P said if they are talking about what they do after the war, they must think an end to this thing is coming. K said the letter which is on the way up indicates that certain things have gotten through. P asked K if his general feeling about the press conference is to be basically affirmative on what we have accomplished. K said yes, put the whole responsibility on Hanoi -- the missing ingredient is the lack of conciliation -- a lack of willingness to compromise on the part of Hanoi. P said on the ceasefires, he is going to brush off questions if asked. He is not going to comment on the various things we have done. K suggested that he might say, when they were making proposals, he (the P) wasn't undercutting them. K said he had sent P anewspaper article from the Boston Globe which quotes the August 21 Kennedy speech and which says, even though it is basically a Kennedy paper, that Kennedy's speech was totally unfair. P said he is going to handle Kennedy differently than what K suggested. He is going to sort of ignore him by saying "he has a different point of view -- I disagree. 11 K said he should put the onus on the critics. We have taken many of the critics seriously into account. We have madeevery reasonable proposal we could think of.
