Richardson continuing: We would review the pros and cons of
postponement so that I would be in a position to summarize our conversation
for Henry when he calls me about 2:30. He will then discuss it with
the President; the President will decide.
Johnson: I think 3:00 or 3:30 is all right.
Richardson: We assumed we had until 3:00, you have given us some
latitude.
Johnson: Not if you have to contact the President. Let me make
some inputs:
From our point of view, we have already checked with two of our
regular experts on seismology: Perry Bierly (?), U of Cal., and
Leon Natoff (? Both gentlemen tell us that any shake up in the
Southern Canadian west coast, which is where this is, would be
entirely at random would have no connection whatever to the
California quake. This is true as a generality.
Second. We should recognize of course that we could get delayed by
weather this is the only thing we know that might cause a delay.
At the moment the weather is clear.
Richardson: We recognized that; setting the date for October 2 instead
of October 4 was to give lattitude to allow postponement.
Johnson: We are very much concerned about acquiescing to any delay
for whatever reasons. We don't think it is possible to delay without it
leaking out. This becomes a dead issue. I think then we run the risk
of stopping the entire ABM program. Gives opportunity for public
pressures to build up again.
Richardson: We were wondering about a 24-hour delay. Some
considerations from a political, public relations point of view seem
tous to bear on this.
Johnson: Let me say one more thing. If we should agree to a delay, say
of one day, and then there were a random shake on the Canadian coast,
MILROW
just the day after, the MillRoad shot would certainly get blamed for it.
It would be just one day after MillRoad then.
Richardson: If you go ahead today and then there is the shake tomorrow.
That is the essence of FM Sharp's point. If you go ahead tomorrow.
Therd reasoning is this. It may be seismologically off. He says that
they think that this kind of earth quake on the California coast is apt to
be following in 24 hours by a similar manifest. "
