Telecon Secretary Laird 9/15 a. m. 10/7/69 / Laird said we have to get everybody together on the fact that the Vietnamization program is a new program. K said absolutely, who said it wasn't. Laird got a message from State on h;is speech. It said I we believe it is a mistake to interpret the Vietnamization program as a new program, etc. K said one of the best things in Laird's speech was the point that it was designed against the VC. K sa id he knows thats what the President wants. Laird said he was not trying to undercut anything in Paris. (missed part here to answer other phones) Laird said if he got a chance at the NSC meeting he would bring this up. We just have to get everybody together. K suggested that Laird go along with the speech as is since it is exactly what the President wants. Laird thought Wheeler's press conferences went very well. He stayed away from any predictions as to progress of Vietnamization. K said that Laird should let out that Wheeler will visit Soubic Bay. Laird said he didn't know when his appointment was with the Pres. SO has not announced that either. K said it would probably be on Friday.
