Telecon Secretary Laird 8:45 a. m. 10/13/69 Laird called to get instructions as to what he should say in his morning press conference due to the TV appearance of Sec. Rogers on Sunday and his statements regarding Vietnam. Laird was upset because of what Rogers said as was K. They both talked to him before he went on and Rogers made it look as though Vietnamization was not the prime objective. K said Laird and he both agreed that the only way to end the war would be to do it Laird's way. Laird thought he better not show that there is a difference in opinion, and thought he might raise some questions at his press conference. K thought he should. K said if you give them credit it brings pressure on us, then we are not carrying a program, they are driving us to it. Also it makes us look like fools if they clobber us. The basic policy is Vietnamization and one of the consequences is its reduction in casualties. SURGE Laird brought up B-52s. K said that worries him since they had agreed to keep the search capability and not announce it. Laird agreed and added that it is at the same level as xxxxx it was in September. Laird didn't know how it got out but thought maybe it was someone who had access to the message traffic in Saigon. He would find out and call K back. K said that Laird shouldn't reverse himself in the press conference since he is the one who has the basic policy.
