The President
4:30 p.m. 10/25/69
K had three items to discuss.
#1 He talked with Buckley. Buckley had scheduled a meeting with five
Borough leaders to discuss this very same problem. B said the situation now
is such that the gap between Procaccino and Lindsay is SO great that it would
be difficult to close it -- there is a 16 point gap now. They are reluctant to
do it unless the gap closes. Buckley agreed on the President's point completely
the foreign policy aspect and will report to K on the results of the meeting
tomorrow kix with the Borough leaders.
#2 - K thought it was possible that the NVN may release some prisoners in
order to difuse things but we have no indication. The President said it would
only be another excuse.
#3 - K talked to Sisco on the contact with Dobrynin. The only problem is that
Rogers rather committed himself in his conversation with Dobrynin on Wednesday.
The President said Sisco should just drag his feet and if more problems come
up -- tell Sisco that he wants to see everything on this befodre it goes out. The
President wants to schedule an NSC meeting for a week from Tuesday (they
settled on Wednesday) and didn't want anything further done on the Middle East
until the NSC meeting was scheduled.
He also wanted NSC meeting to discuss Libya and Lebanon and get the Libyian
oil thing settled right away.
A point the President wanted to discuss. Did K talk to Kendall on Japan. The
President wanted Kendall to talk to Alex Johnson with K pr esent. Kendall feels
strongly that we could get more out of them and play a harder line. Should
on economic and military
o (?) K indicated that we put the textile paper
to them privately, and they should have an answer by Nov. 7. The President said
that Johnson and State should know of Kendall's conversation with these people.
A point that the Pres. suggested for the speech was that ARVN casualties to
ours were up. He also wanted to get in the theme of "ending the war and getting
peace. 11 K said he would send a page up to Camp David. xTxhxxxP
The President read Rogers' and Laird's memos and thought they were good on
L. A. speech. He marked it up and indicated places where cuts could be made.
It must be cut. He felt that txt it still didn't emphasize strongly enough that
the time for slogans and promises has ended and the time for action has come.
He offers no slogans and offers no promises. In terms of a slogan, the
President thought "Action for Progress for the Americas" rather than Alliance.
The President wanted the speech redone with those changes. He said that they
