L just wanted to check something out with K. L said as K knows, Jerry
Smith is meeting with Dobrynin on Thursday on SALT. K: God Damn it
!
No! I don't know it! L said he had just met with some others on this
and they want SO me good solid instructions for him on what to talk about.
K said he's got no business discussing anything. L said he didn't want
to get K upset, just want guidance for Smith. L asked if K followed; K
said he not only followed; he is going to get instructions out on it right
away. K said he appreciated L's calling. The President is sending out
instructions saying there are to be no comments on MIRV.
L said that Smith feels it's best to go on with a complete moratorium on
everything. L said his friend Paul Nitze doesn't agree with the morator-
ium idea. K repeated he didn't know, and this also runs counter to that
other thing game we are playing. L concurred. L said the only person
he wanted to talk with about it is K. K thanked L and said he would sit
on Smith.
