Telecon Under Secretary Richardson 10/30/69 3:55 p. m. K said they could settle it tomorrow, but he wanted to know, while R is gone, who's going to handle the SALT business for him. R hesitated, and K asked him if he wanted to give it some thought. R said yes, then said there's nobody better than Farley; on the staff here and on the seventh floor, Sy Weiss is good. K said that there is a Verification Meeting tomorrow at 9:00, he hopes that's been put on the schedule--they'll have breakfast, and then the meeting at 9:00. R said as far as the STate people are concerned, Weiss and Percy would be the people. K said R better be at the rification Panel e meeting. Good. He'll see him in the morning. 10/30/69 5:25 p.m. K said he couldn't stay away from R. K said he just got this report down, which at this point is Larry Lynn's analysis of the work of the Verification Panel. K said it would be bureaucratically correct to present it to the , but frankly he'd rather have R present. R said he might be able to do it bureaucratically and then talk to R privately. K indicated that ACDA is going to be a problem; said he's afraid they don't listen to anybody but R. R asked if K wanted him to join the working group. K said, let me do the following: why don't we just have a brief Verification Panel meeting tomorrow. K will let Lynn explain what his report did. If there are conceptual objections, we can state them. There will be a working group meeting and a full Verification Panel meeting to make it bureaucratically correct. K said he honestly couldn't say what his feelings are because he hasn't read it yet. K said he would like for Jerry Smith to hear what R has to say, and he thinks that's the best way. R said he'd like to read it before he gets there. K said he would get it over to R by the end of the day.
