K asked if Doty received the statement on biological warfare. Doty said
he had just read it and it looks very good. K said we are destroying all
biological warfare stuff and thought that went further than anyone thought
the President would go. Doty said he was please with it. K said we didn't
need any support on it but the reason why it would be helpful, as Doty
could appreciate fox from his own experience, alot of blood had to be
spilled on this one. It would be helpful if one could demonstrate to the
President there is some resonance since the President did something where
there is no obvious political interest. K added that he had no personalik
interest in this either. Doty said he thought that was good. His own view
is that the use of harrassing gases xxx on the battlefield, we can't expect
much to happen until the war is over. But to abolish it all to gether
is
more than Johnson or Kennedy even considered doing K added. Also that
we
joined
the
Geneva protocol Stennis and Rivers werent' jumping
off
the
tables on that one. K said -- SO if some of Doty's friends could call
attention it would help. He was not asking for anything spectacular.
Doty wanted to know that the same group would be down on December 18
if K wanted to see them. K said he fully expected to and asked if they
could have a paper telling him where they can help out.
Doty asked if there was anything out of Helsinki. K said no -- it has gone
ahead an a very careful way which he xxxxxixtexxe considere important that
it is non-exciting.
Doty mentioned that Bob Kleiman had XX called him. Evidently Kleiman
talked to John Foster and Foster let the upgrading out. He said that we
had communicated to the Russians beat we didn't consider MIRV moritorium
unless large numbers were either destroyed or put under inspection.
K
said that was totally untrue. Kleiman got very excited and didn't know
what was going on. Doty said he thought Foster was working the other side
of the tracks. K said there was no question about that.
