Telecon Secretary Packard 9:20 a. m. 12/3/69 K asked if Packard could see the President and himself at 11:30 on December 4. Packard agreed. K said the President will want him to talk about the Vietnam trip. Packard said he would also touch upon his contacts in Taiwan. He asked if K had a chance to look at the proposal to push back some B-52s. K said yes but he hadn't had a chance to discuss it further with the President. When the subject first came up, the President was px opposed to it. Packard explained that we have 15 in Guam. We don't need those to maintain the 1, 400 sorties and we can generate up to 1,890. We have never run more than 1, 850 sorties. K asked what we would do if there was an offensive. Packard explained our sortie capability and added that the other sffgguard is to take them back and that could be done in a couple of weeks. K asked how much would be xxfex saved. Packard thought between $10 and ?$15 million per year. xx K said he would get an answer by early next week. Packard mentioned that he had a note from Ldird asking for a decision this week. K explained that it was in with the President and it depends on how much he can push him. Packard wanted to get it settled as soon as possible. Packard said he was sending over memo on SALT issues. He asked that K look at the memo to see if any of these issues should be addressed. K said he had been looking for some way of triggering it.
