Sullivan said he didn't see where either of the two recipients of the letter
were acking entirely within the framework. He was not aware of the letter
when it first came out. S asked if K was aware that the had sent out the
cable. K said yes but he didn't think it would culminate into an action
paper only that it would be a paper for NSC consideration. K said for
S's information, the President was thinking of moving this into a mid-January
NSC and depending on that, XXX make some decisions. The resident
doesn't want a confrontation before.
