he doesn't want to just ignore the issue. K said he would have one wait-
ing for P. P said do you think it's a good idea? K said it's a good idea
if you don't hit it too hard. P said let's just not overlook it.
P said he had an idea about Lodge-- since his relations with Martin are
good, why couldn't he stay at the embassy. He, as ambassador, could
host it. P said he's one of the rare cases of an ambassador who plays
the line exactly. K said yes, he's our man. K said David Bruce indicat-
edd that he is bored with retirement and would be interested in an
ambassadorship. K said he might be possible for the negotiations. P
said that's what I was thinking; he will do what we want. K said yes, he's
an honorable man. P said what happens is we talk to these people, and
Pete clears them, and then Bill clears them; this makes them State's men.
P said he's going to talk to them first. K said excellent; we'd have dies in
Saigon if we hadn't had a direct channel to Bunker. P said I think we
should ask Bunker to stay for 6 more months. P said Bunker leans a
little too much in favor of Thieu, but we need that; anybody who said 'the
hell with Thieu'
K said it would be a catastrophe. P said the idea
of Bruce appeals to him, but not now. K said no, he wants to go on a
trip.
K said that message K discussed with P shows it's getting to them. NYT
said something about not having someone there. If it's a come-on, its a
sign that they feel the need for it. P said we might replace Berger just
to show some change there. K said Berger is tough, but doesn't have
subtlety. P said no. K said who then. Habib, but we promised him
an
ambassadorship. K said but this certainly ranks as an ambassadorship.
P said let's think about him. K said he's a little
P said peacenik?
K said yes. P said he's been sitting over there.
P said on the NYT thing, that's anticipated, don't you agree? K said yes.
K said Xuan Thuy has been away; I am getting a lot of calls from there;
they say he is rallying. P said our friends at the Times don't know what to
bitch about. P said but State will get antsy as a result
