to Paris any time we want without loss of face. K said we can use Janu-
ary or February to get something else started. K said of course we will
have a set-back, they will probably launch an offensive in February
or
March, the rate of infiltration indicates that. P said it will take 30
days to know that; the rate of infiltration may be to replace tosses. P
said I just wonder what the hell they're up to. P said the

the Joint Chiefs-- don't like that. K said that's partly Laird's fault--
they sent the memo to him over two weeks ago; Laird just got it over
here yesterday. K said the normal thing is for the P to call them and
to talk to them. K said he would have a word with Wheeler. P said
say we are keenly aware, but are boxed in. Also way we are going to give
until April 15, and then give a hard look. K said we can tell them that;
we can tell them to stay at top ceilings (that will ease their minds); K
said he would like to work out through Haig that Wheeler will give us cop-
ies of memos addressed to P. P said we should bring him in on these
discussions. K said I wouldn't do it now; you get Vietnam under control
first.
