P said he has never been an Ambassador, and that is going to annoy Hanoi. K agreed -- even more than keeping him at the lower level status. K said Habib is the most experienced Vietnamese expert we could possibly send there. Hanoi can't say the President is down- grading it. K mentioned that we are going to announce the Chinese decision P made; it will be put in the Federal Register.
