P, back to the speech, asked K if he agreed it was right thing to rewrite
his speeches in his own idiom. K said it was essential that he do it.
It makes it the President's and genuine. It made the November 3 speech
and it made this speech. K said it would be interesting to see the
reaction. They will probably fulminate a little bit in Hanoi. K agreed
with the President that it had been excellent to put the Habib item in
the speech. P said he has never been an Ambassador, and that is going
to annoy Hanoi. K agreed -- even more than keeping him at the lower
level status. K said Habib is the most experienced Vietnamese expert
we could possibly send there. Hanoi can't say the President is down-
grading it.
K mentioned that we are going to announce the Chinese decision P made;
it will be put in the Federal Register. We may tell the Romanian -- but
K wants to see what he brings first.
