K: I just wanted to give you a brief rundown- gave a longer one to
Elliot-- on the talks with Macovescu. I'm damned if I know what he wanted.
He said he had a letter from Koschesdo to the P. All he raised was the
European Science Conference as a way to fight off the Breshney Doctrine,
He told me he knows that the Chinese wanted to better relations
between us. I had asked him if he had any special information; he said
they interpreted the Chinese silences. They said if we would
the war could be settled. That was big news! What he wanted over here

R: I made a speech to the foreign service organizations. In it
I said we in State have let our responsibilities erode a bit. I thought

CIA. I thought it partly our fault if our position has eroded. Our people
have been damoralized and it's partly their own fallt. It isn't a question
of blame of Defense and CIA--it's just a fact of life.
K: There may be a story on it, but it won't make any difference to
me, I saw what you said on TV, and I appreciated that.
R: I want to get our young people especially steamed up. The fact
that CIA has taken over the role of State. Yesterday's report on pdilitics
and economic activities in other countries.
K: That's right and I'm uneasy about their marching armies around.
R: Right. Some time I'd like to talk on some briefings -- CIA and
our people--discuss the political situation. There's no reason why Dick
should brief the President on that.
K: You mention it at NSC.
R: Yes.
K: No problem there.
R: Like the Armin Meyer--meeting on Japan--divide the work load.
K: The way the P's mind works, these meetings are very useful.
R: They're very useful to everyone.
