in with no Phase II, ACDA would play it into a proposal to the other
side -- that we should stop everything. In response to a query by L,
K said ACDA would be represented at the Saturday meeting. L said
Gardner was going to the meeting from Defense, but then remembered
he was on leave -- Resor and Foster will attend. L said he would take
care of Foster. Foster will be able to move ahead of Resor. L said
he would talk to him tonight.
They discussed the list of exceptions from BOB, and Laird said he would
give K a paragraph on each item. L said he had been glad to look over
that list. K said BOB wants to knock $1.8 billion off the DOD budget.
K said he had told the President about it. L said he had tried to prepare
the whole Cabinet on it tonight. It has great consequence to go this
far at one time. He repeated that he would get to K a paragraph on
each of the items and that he would talk to Foster before he attends the
Saturday meeting.
