I have two things: follow-up of my brief reference yesterday evening to Tran Ngoc Nguyen Chow (?). He is a member of the Assembly. You know about it? K: No. R: In South Vietnam he has a brother who has been picked up in Danang (? ) with the Viet Cong. The fact that his brother is a member of the VC has been known for a long time. He is one of the assemblymen that President Thieu has wanted to have stripped of their immunities as a member on various charges, including contacts with his brother. He reported all of these to our people to Vann. K: Yes. R: And Vann and Baumgardner, Cook, other people who know of him, including Alex and Sullivan, all think he is a very good fellow and are concerned that if Thieu pushes this it will knaxe have very bad PR and political repercussions and we will be worried by our own press. The question is whether or not to try to do anything through the Embassy and to encourage them to lay off. Have you any views on this? K: I would think that in general the President's view is to leave these things alone, but if it is a very flagrant case I suppose we could point out to them what the price is. R: All of us here -- it is strictly secondhand as far as I am concerned. The people I have talked to are genuinely concerned. I should add this in fairness to Vann. He had been told by Bunker nototo havec any further contact with Chow, and he has not had. I asked him about Chow but I was very clear on the point that it could do quite a lot of political damage if this were pushed, but it is illustrative of the sensitivity of it. K: Yes. Why don't we give our views to Bunker and tell him at his discretion he can do it. R: All right. I will ask Sullivan to write a cable which will be cleared over there anyway. R: [continuing]: Item 2 is a Christmas truce in Nigeria. I under- stand Morris has been interested in this.
