Secretary Packard
1/14/70 a. m.
K: You and I are supposed to work something out on
the pressures for more cuts.
P: I talked with Mel last night
K: So did I.
P:
I'm talking a new look at things.
K: When will you be ready?
P: I hope to have a first estimate today. You need
an
answer tomorrow morning?
K: Yes, and I don't want anything done till the P gets a

every argument against Phase 1 applies
to Phase 2 too.
P: We've tried to level off spending on Phase 2. Now it's
at 1977 at the earliest, probably 78. It's almost cut the heart out of the
program.
K: About Phase 2, supposing we did only site-acquisition (?)
and R &D, would we save anything?
P:
a saving af about one hundred million.
K: Including R & D?
It would probably be less,
wouldn't it?
P: No, R & D is over and above that. We had that in the
schedule. I just brought that in SO we have the whole thing as a visible
package.
K: That, in effect cancels Phase 2?
P: The difficulty is in keeping up the production base. We
dour could move in that direction, but it will put another year or year and a
