K mentioned that when he had seen LBJ on Tuesday, LBJ said this Administration has cut $11 billion out of his budget, and he couldn't imagine where it could come from without endangering the national security. L mentioned also that he doesn't know where the money for the April pay increase would come from. K said in conclusions that Laird had gotten the JCS to submit an honest budget which is more than McNamara had done. If the JCS gets the feeling they are being clobbered on top of it, we'll never get another honest budget again.
