K: I sent you over what I called you about earlier. It was the memo
Gerry Smith sent on the 21st in which he came out against Phase 2. His
case there is stronger than in the letter he sent earlier.
R: It don't xxxxx sound like the President was listening to him.
K: I just wanted you to know.
R: The use of the NSC for this is wrong. If the President makes up his
mind then there is no need to have a meeting. The meeting is to express views tc
him. If he has almost made up his mind, we should start out there. It makes
everyone feel unpleasant. My people said here that he had decided but I said
no becuase that's what the NSC is for.
K: Like what?
R: He had briefings XX from Dave Packard.
K: No he hasn't. The DPRC had. Laird insisted on the meeting. Originally
it was to be discussed only in the DPRC. But Laird insisted. Secondly,
at a DPRC meeting, Gerry challenged the accuracy of my statement. Elliott
Richardson can tell you. I said all right, and everyone can make his
arguement. One reason it went to the NSC is because a senior Cabinet
member asked for it. Second, he had not decided on area defense.
That made it necessary to present arguements. I only had the books with
the recommendations. The PSAC report, Dave's letter, etc. This was
the situation. I had never seen the Packard briefing nor informal or formal
recommendation.
R: As for the people over here, I think we are working on the team. What-
doesn't
ever the President recommends we will get behind. If the President wantx
to hear arguements he doesn't have to.

K: Nothing was presented to anyone that Elliott Richardson had not seen or
heard. The one thing I never have permitted here was an end-run by one
agency. Gerry is the only one who has had a separate hearing. The President
has always felt strongly about area defense.
R: No one could say he wasn't committed.
K: He isn't frozen on thime or location of sites. The stuff from Gerry was
that he wanted to stop Phase 2 and
R&D.
