is committed to area defense.

K: That's how this arose. If you can get Smith to say what he wants, we can
get the NSC to adress that issue. And he should tell you

K: If I understand the issue as it emerged last night, Gerry's give gig
case that Congress would never take Phase 2.
R: Bryce thought we had lost by two votes. We can pick up votes. I don't
agree with the President that we can be careless.
K: If he is right, we are bound to loose
R: What we say is important now. If he puts his whole presitge on the
line
he would have a better -- but get it through. I hate to take our whole
time and attention and the next few months. Everything is going SO well.
