If the President has dicided or almost decided it. If\nhe wants to get someone in line, the President can tell someone and we\ncan get him in line. The meeting on Africa was good. The President\nwas exposed to many ideas.\nK: You ask Elliott. Farley and Smith were at every meeting. Everything\nEverything I said the President is for Phase 2 -- he rejected that.\nI don't see what I\nHe never put in two minute man alternatives. Today\nit revolved around something never started. In fact, the discussion was on\nwho we refine Phase 2.\nR: I don't think there's any disagreement\nK: I wish you would kix talk to Richardson about Smith's attitude\nas late as Wed. afternoon.\nR: Everyone wants Phase 2. Area defense.\ndid\nK: At two successive meetings Smith said he/woukd not think the President\nis committed to area defense.\nR: That's in his letter.\nK: That's how this arose. If you can get Smith to say what he wants, we can\nget the NSC to adress that issue. And he should tell you\nR: And there's not reason to discuss them unless they are relevant. If\nthe President already has decided, he should just do it.\nK: If I understand the issue as it emerged last night, Gerry's give gig\ncase that Congress would never take Phase 2.\nR: Bryce thought we had lost by two votes. We can pick up votes. I don't\nagree with the President that we can be careless.\nK: If he is right, we are bound to loose\nR: What we say is important now. If he puts his whole presitge on the\nline\nhe would have a better -- but get it through. I hate to take our whole\ntime and attention and the next few months.
