TELCON Fulbright/Kissinger 8:50 pm 2/16/70 K: I called you for two reasons. One, the President was xxx alking to Gen. Goodpastor today and he was testifying before the House Foreign Affairs Committee. Whenever you want him, he will come. We don't know how the House got him. He is only here for a day and is leaving Wed. F: We are starting on VN K: We don't want him to testify on VN. The President wanted to make sure you didn't think we are keeping him from you. F: I have been out of town and I didn't even know he was here. K: You know there will be this joint session on the Presidential report on foreign policy. F: I made the suggestion a year ago that State make a presentation K: First, we are cutting back and eliminating the foreign policy parts of the Defense statement. They will make no more posture statements and they must refer to the Presidential report. This has been heavily influ- - enced by your council. The problem is that to do a comprehensive report the President had to do it, but State made a big contribution. F: The original idea was to bring State and the civilians into it and not just leave it to the military K: That's been done. F: It's only been a week since the Bill said he would do it. K: First, the President was going to do it on a conceptual basis and State would do the details but each ran into the other and we decided to emalgamate the two and States was the main contribution. Kx F: My aim was to bring it into State or the WH without the military doing it. When will he do it? K: It will be released on Wed. F: Several of my colleagues remarked they enjoyed the conversation. K: I appreciated your courtesy. F: There were no leaks that I know of and they have mentioned it each time I have seen them.
