TELCON President/Kissinger 6:50 pm 2/16/70 P: How did it go? K: Seems to have gone well. The questions were very respectful. P: They had read it before? K: They were asking all over the thing. The questions were not at all . I had a good chance. They said on ABM that we had shifted our position. I said not. I referred to your speech of May (?) and I think we hade laid it to rest. Your co ming in P: I K: It made it your report, which made it very important . P: ? ? ? from my standpoint it was 20 years of thinking about the probelms. It wasn't a policy for a year but for 10 years. A little of that was good. K: It was very helpful. They asked me how it represents a watershed. I said no President had put it in conceptual way before and it also says the post-war period is over. It will do for this period what the Marshall P1 an did. P: They had a big crowd. Were they respectufl? K: No hostile questions. P: Any one comment K: Bailey asked how he can bill it down to 5000 words which was all his paper gave him. Frankel was very complimentary. P: Was he favorable? K: He said it would have philosophical thrust. He said a philo- sophical thrust was important. P: The will have to carry this. They set aside 4 pages. K: He said they were setting aside 4 pages but that was when they though it was 30, 000 words. The Middle East and VN. On VN I repeated the accom- plishments but mentioned the problems left to be solved and they thought it was very honest.
