K: The President got up at 6:30 this morning, to everyone' dismay. When I
came in he called in Helms and me and said to get that money through to the
Cambodians through the Austrialians. I want you to be aware of that so it won't
be done without your knowledge.
R: I talked to Helms.
K: I didn't know that and called you right away.
R: I think he is making decisions off the drop of a hat. We can make a good
case for helping but we should do it openly. We can make a good case too that
this might not be the good time - - this government might not last.
K: He feels to pout in a lot of aid is self-defeating. What he thinks is to do
things to help their morale but not their huge requests. That's why he is doing
this.
R: We should think carefully what we are doing while he is bucking up their
morale. Even if they don't survive they will keep the VC at bay. But if they
go donax down the drain and klxex it becomes known -- and I think in this day
and age it will be known -- and if it's known we are sending money through
black bags we have paid a high price -- we emphasize feelings about government
that some people have. We may have to pay for it.
K: I understand that point.

R: A columnist says give them all the help and don't get caught and klxxxxx will
bother the enemy.
K: It won't bother the enemy but will keep them afloat.
R: Keeping them afloat boters the enemy and they will harass them. But ? ? ? ?
Take Japan for instance. They are not doing anything.
K: They don't want to expose themselves because they don't think it will last.
R: Exactly. The Australians threw their people out last week and Japan this
week.
K: Do you think there's a prayer for Vietnamzation if Cambodia is taken over?
R: Yes. It would be a pschyological set back ? ? ? ? ? ?
