TELCON Secretary Laird Mr. Kissinger 8:40 a. m. 4-25-70 L: Did the President order the Chairman to put on mining operation in Haiphong? K: Yes, but not to do any mining. L: He has a feint operation here. The President should make sure that I read these over. I should see these execute orders before they go out. They should not go out this way. We could get ourselves in a lot of trouble and make ourselves the laughing stock of the world if we are not careful. We have to be willing to take the next step always - you know what I mean. To put dummies in there (Dr. Kissinger interrupted here). K: No, he does not want dummies in there. He wants ships in there. They did not say dummies should be dropped. L: That was Moorer's original plan and I don't want it. K: I agree with you. Dropping dummies would be ridiculous. L: It is alright to put forward air comptrollers in? Evidently they told the Chiefs to go ahead with TAC air. K: Yesterday, Dave was there at the meeting . They said they proposed TAC air to a depth of 20 miles. They said that there were no forward comptrollers necessary in areas they asked for because they were unpopulated areas. Forward comptrollers were necessary only in such places as Parrots Peak. L: That is right. I am bothered by this message they sent out - the fact that it applies to all of Cambodia. In areas where they have population centers, we have to put them in. K: My understanding is that it is from COSVN area north, i. e., including COSVN area, all base areas to the north - nothing south. L: Most of that area will be alright. I always want the people to understand that. K: And south of that it is heavily populated and if they go in we we will airlift comptrollers in there by helicopter.
