TELECON Mr. Kissinger/Director Helms 7:20 p. m. , April 24, 1970 K: After our meeting this morning, I never asked you what you thought in your private capacity of the course of action. I didn't want to do it in front of the others. Part of my job is to raise queries if they deserve to be raised. H: I realize that. I also realize I had the chance to go back to you. When I saw the state of mind, XXIXX the political aspects K: Forget about the state of mind. H: I'm thinking in a larger context; not whether we feel good or bad. It seemed to me that if he is prepared for the fallout, then it is the thing to do. He obviously was. K: You think it's worth it? H: I think it is. K: What we ought to do is think through what the counter-moves would be. H: Certainly. There are several contingencies here. The trouble with studying those things is you have to bring in a lot of people to study them. My inclination would be to defer a little bit. It can be done but by the same token, it does spread things around. K: Could you on your own get somebody to think about it? H: I can put it up as a contingency, and can get that started in the morning. K: You think that can be held securely? H: This has been done for years. I have no problem with that. K: I want ideas -- I don't care whether there is a consensus; not just possibilities, but what is the probable reaction. H: By possibilities, I meant you must list them, and then harden up the ones you think are active. This can come rolling along about the first of the week.
