Telecon Ron Ziegler 4/24/70 6:00 p. m. Z: I have a memo I'd like to go over with you. It will take 5 minutes of your time. I've put some thoughts on paper and I'd like to have you look at them. K: Okay, after I see the Ambassador. What did the Secretary want? Z: Probing around. It is his judgment that the Beecher story didn't leak out of State. He felt it more likely that it leaked from Defense, K: Did you tell him that Laird believes the opposite view? Z: No. I said the President is quite conserned that this cable leaked almost in entirely. He said I'm concerned too. I said I didn't suggest otherwise. He asked about my press conference. I told about the foreign invasion. He asked if the President had told me to say that. I said oh yes, I wouldn't say something like that without guidance from the top. It was kind of a probing but very cordial call. I think he felt that I suggested the leak came from State. We shot that other story down. K: Excellent. Z: I'll be down in half an hour or check when you finish with the ambassador. K: Okay.
