K: Don't think the average American thinks it sensible to sit and wait to get
hit from these bases.
P: Anti-aircraft around installations. We will have to brazen that one right
through. They have given us plenty of provocation.
K: Over a period of months it will pay off even with Hanoi.
P: They may have a death wish.
K: They don't have a death wish. Since we stopped bombinb they had three
big offensives in "69 and if we deescalate on that road they would step up
fighting.
P: We have at least prevented a big shellacking for the past few months.
Abrams will be prepared. They could knock over Cambodia.
K: That was their decision anyway.
P: I am with you in thinking they will not.
K: Mr. President, at the time of Hungary and Czechoslovakia we said we
wouldn't provoke them and they did it anyway. I think they are less likely
now.
P: Rives has been very erratic.
K: I think we ought to get an Ambassador there.
P: When? Why wouldn't we see if we can hold it awhile.? Wonder what
Sihanouk thinks.
K: He has become a Chinese stooge. Lon Nol and Matak (sp) were his people.
P: I think he has a problem in terms of his position. If he comes back he is
a Chinese-North Vietnamese
Too complicated for us to know what
will happen.
K: If he comes back the right wing in his country will be destroyed and he will
have to depend on the left. At the Soviet Embassy I ran into Ralph Lapp - a
physicist. He presented a paper at the American Physicists Society and said
the students were out of control. Violence on campus is really shocking.
