L: Henry, say you sound down in the dumps.
K: km I am fine.
L: Good. Phil Habib was over here with Bunker, and Bill Rogers
came over this morning and I gave Rogers a
Klax full briefing, but I gave nothing to Bunker and Habib. Bill and
Habib brought up a point that both feel rather strongly about.
I wanted to get your feeling before I move on it. As you know we are
flying recce over Vietnam, U.S. missions authorized if the weather
is good. Phil is of the opinion.
K: We don
pay Phil to give us an opinion on what
recce to fly over North Vietnam.
L: No, but I talked to Bill. I am going to have Wheeler look at it,
but I don't think we can lay off on our recce over Vietnam. Maybe go
8 missions or SO.
K: You can do nothing until I check with the President. If they want
to/xxxxx down a plane they can shut down whether we fly 8, 10 or 20.

L: We have had no response at all in the last couple of days. In route
package 1 there is not apt to be any, in route package 2 your chances
are pretty good, and in route package three they are not much better.
K: I must tell you it is an intolerable situation that Cabinet members
try to preempt the President's choice this way. I told Bill yesterday
if the number has been increased.. First I don't want to bother the
President right now.
L: I feel I should let you know about things like this because if you
don't know about it although there are 25 flights.
K: Is that number larger than we have been flying?
L: Very seldom do we fly the total number. We have been averaging
from 8 to 15. We flew 12 yesterday.
K: We are entitled up to 25 a day? And have been flying 8 to 15 a day?
