Governor Rockefeller
HAK
HAK: How wouldxxxxx you like to go into the rice business. We have about
4 million pounds.
Rocky: What are you going to do with it.
HAK: We may ship some to Cambodia for the other army. We have captured
more ammunition than NVN expended in SVN in all of this year.
Rocky: I think this is great. The President called me at 1:30 this morning.
He called me again today. I talked to him today about the governers organizing.
He seemed satisfied with that. Is that allright with you?
HAK: Certainly. Especially if you are in charge.
Rocky: This would be something that would be done by all of the governors
if they wanted to. Most of them are pretty decent. They are going to be dealing
with problem in the states. It would take a log of time to get organized and get
a governers council and SO on. XXXX
HAK: If you take leadership in it, it will be good. I am sure of it.
Rocky: I am going to meet with John Love, and Shaeffer and McNair before we
come over there. John is President of the Governers Conference. McNair
is head of the Democrats, and Schaeffer is head of the Republicans. This way
we will have something before we come there. The President said he was going
to suggest that the governers have a standard procedure in relation to the
national guard. This would be difficult to achieve. I think we should have
certain minimum standards but each governor is responsible for preserving the
security in his own state.
HAK: We would go along with you on that. I don't think the President has
anything definite in mind.
Rocky: We don't use guns on campuses but some states do. I just wanted to
touch base with you on that. How are things going there?
HAK: A little violence starting now. I think we are over it now. If we keep
our nerve we should be gaining the upper hand. I console myself with the
thought that no student revolution in history has ever succeeded.
Rocky: Is the President going to give and factual information.
HAK: Yes, you will get a full briefing.
