Kissinger/Max Frankel 6/25/70 9:15 a. m. K: I just had a chance yesterday to go over your memorandum of conversation. I have no major points but I do have several comments. [Mr. Kissinger then begin making changes with Frankel cutting in and out - difficult to catch entire thing - Mr. Kissinger speaking from copy - Frankel not. ] Where you mention meeting with Laird on the 27th. Did not meet with Laird. Page 2 - You say all the troops would move westward. I am not actually aware of such a document saying this. Early in the game thought should go westward but not in writing. This intercept ???? It is true that afterwards the White House did not know Contingency planning. DOD sent the message. We did not send message to Abrams. Did not get the actual plans, only a summary. F: Is this when you decided K: Found early April moving into Cambodia. We rough shod it around here for awhile Page 3 of your memorandum and it tied (died) ????? Page 4 you say that I briefed the President every day. I do that anyway. F: Do you know the XXXX date ??? K: I know exactly, it started on the 21st. Reports came into San Clemente on the 20th. Came in the day of the 20th that they were taking provincial towns. ?????? Chang dinner. F: reading about keeping government from falling. K: Not government from going down the drain but the impact on Vietnam and Vietnamization. This has to be made very clear. F: Yes, ok. K: Inserted Tuesday, April 28 F: We mean inserted into the planning or discussion procedures.
