K: I just had a chance yesterday to go over your memorandum of
conversation. I have no major points but I do have several comments.
[Mr. Kissinger then begin making changes with Frankel cutting in
and out - difficult to catch entire thing - Mr. Kissinger speaking from
copy - Frankel not. ]
Where you mention meeting with Laird on the 27th. Did not meet with
Laird.
Page 2 - You say all the troops would move westward. I am not
actually aware of such a document saying this. Early in the game
thought should go westward but not in writing.

DOD sent the message. We did
not send message to Abrams. Did not get the actual plans, only
a summary.

Vietnam and Vietnamization. This has to be made very clear.
