K: I just wanted to bring you up to date on DPRC. Defense is stone walling my
working group people, I have just instructed Lynn to go ahead on what we need
and if they won't do it, we will. It's the only way to deal with Laird. Otherwise
it will go on forever. Whatever assist you can give us,
S: You have your working relationships with Budget.
K: They are on the working group. No problem. The problem is that Defense
wants to
it to general guidance and will not discuss whether Defense
will be withdrawn and says it's their business,
S: We can't stand for that. They should know we have this major Defense thing
on July 25 for him. DPRC on this following Cap and he would like to sit in on the
DPRC part. Cap would be a regular attendee, I have a lot of education to get.
K: That (Cap) would be helpful. You will find it essential to be at the DPRC,
If you -- I think if you support the position that this is the process the President
wants and not the NSC and prevent playing back and forth we will make it.
S: We have this memo to go on.
K: That's going to the Departments?
S: I don't know how to handle that, We have a Cabinet meeting on Friday and
I may do it then,
K: And I can get to my people.
