TELECON Don Irwin/Mr. Kissinger 5:25 p. m, 2 July 7, 1970 I: Dave Kraslow suggested we might get a better fix on the Bruce appointment by talking with you -- how it came about -- why he was chosen in preference to others, K: Like who? I: I see your point. But it seemed he had no particular experience with Asian problems. Why did they fix on him? K: We were looking for somebody who would command bipartisan support, who had a great deal of diplomatic experience, and who would go at it with an open mind. He looked like the best by far. I: Where did the idea come from? K: I had something to do with it. I: Were any others actively approached? K: No; he was our only choice. I: How did you go about getting at him? K: I have known him for a long time and, of course, the Secretary of State was closely consulted. X I: I SO assume, K: I called him and told him if he were over here (I knew he comes fairly frequently), I would like to see him. I then had a long talk with him and asked him if he were given such an offer if he would accept. It wasn't clear at that point that an offer would be extended it was done on a contingent basis. I: How long before the announcement was this done? K: Two to three weeks before the appointment. He went back and thought about it and then said he would accept. We discussed it here, The President discussed it with the Secretary of State and when both agreed, I called Bruce and told him he was selected.
