TELCON McGeo. Bundy/Kissinger 9:45 am 7/8/70 B: Had yourself a busy time in the west. The Bruce appointment is great. I know you are in the tiresome attitutde of practically having to give away the government, He is even more than a Democrat. predecessor K: His party association was bad enough but his (expertise) over his SXLXCXCXEXSKSKCXIX was even more untenable. B: You are probably way ahead of me. The problem of sorting out the negotiation on the economic side. I know in my own experience we couldn't get a good grasp on this. No one in the Pentagon or Department with the occasional excep- tion of Bill Sullivan ever made it serious business. In the XXXXX next few weeks people who think the Administration is on the right track, that feel there's an opportunity there and fox it is not getting the leadership it needs K: That dawned on us 4 weeks ago. We have sent Chuck Cooper of Rand -- he has impressed me most in economic analisists -- he did a study here and now we have sent him out as economic minister. He has promised us a report by the beginning or mid-August. B: I suspect you have a need for funding there and a sense of the economic pick-up that will probably give you a legislative problem. That leads me to say - 04 I had dinner with Gene Black -- and it became clear that he thinks the Preside nt is on the right track and he has a wider opportunity to persuade Congress and possibly for being an economic Bruce. Attach him to ? ? ? ? and let him go back and forth. K: That's something we should look into. B: He has never failed to get something through Congress he has tried. You will have to have new arrows and quiver. You have a Fulbright x problem but he would be hard put if you did this. But he needs to be in the planning if it's to be good. K: I will see him in two or three weeks. On the M.E. where emotions have been running rampant -- our basic objective was to support the peace move. The Russians were saying they had no hands in any more, We had to get them in it. B: There's an internal problem over at State and they should have been able to get that out. I haven't seen your backgrounder. It wasn't your tightest trick on terms. K: But you know what happens on TV.
