But I told the part that you had told me to the President, about the mood in Saigon. S: It was a very confident bunch. What I was calling about now was NSSM 94. It was due July 14, and will be sent over to you this afternoon. K: You saw the Smyser condensation? S: Yes, looked it over and made some changes. Was that all right? K: Yes, good, that wasn't to be a directive. S: And we put in a price tag and some other items. On the role of senior negotiations, Alex told me that in your conversation on July 4 the question of Soviet contacts was raised. I gathered from him that you thought the Dobrynin circuit was over-loaded and you thought that Paris was the place to do it. Its that right? K: That is correct, although my impression is that the President would prefer to wait a month or at least a few weeks to see what develops. S: We suggested that it be opened right away. K: I think the President will want nothing put there for a few weeks into August. If you can at least keep that possibility open though. S: That channel open with be of no use though till the President moves on the proposals. K: He may not want to approve it. I will just regard it as an option. And I don't usually tell the group the President's thinking. S: Well, knowing your steering ability, you can get this through I think without indicating the source. K: That piece of paper has been seen. If it is forced to a decision now, it will be rejected. I think Alex will confirm it on the basis of another conversation in which he flatly said he didn't want the two hooked together. But things often start that way and I assure you it will be
