TELCON M. Frankel/Kissinger 9:30 am 7/16/70 K: I have kept quiet about expel and those other phrases but have youx read what I said? F: Sure. K: How can Kowaxix Hedrick Smith saycontrary to WH assessment he didn't think (Soviets? was trying to establish a permanent base? Who was the WH official who said that? F: I see no problem with expel. K: He said their intention was probably ? ? at this point but it didn't mean anything if they become established. The whole point is that it's easy to pick a fight and say you have prevailed. If he says he disagrees with me and then takes my position, he can't lose. The whole point of my language was that there are developments in the M. E. that the position of the superpowers is only peripheral. Secondly, the Soviets may find themselves permanently there. Like the British, which I used as an example. That was the whole thrust. And to play it like they want a permanent base and confontation tomorrow, that's totally wrong. F: I don't know if you thought -- I know you thiught it was perfectly defensive. K: I don't know what they think and I am not sure what that they know what they are thinking. There are enough troubles in this world without reconstructing WH/State fights. F: What the hell is eating the Secy. ? K: We are not starting anything. F: He seems to feel he must define a position that puts space between himself and the WH. Since an official never says it in terms of the President, I don't know if it's you. Unless something that happened before Cambodia is still venting. K: I have never said what was said. But it just doesn't happen that way. I hope we will not be forced into that one. F: The Secy. has not talked of his position either. But I am saying there are forms of statement and posturing going on that are either uninformed or reflect some inner malaise. They do not relate to the problems. Substantively I cannot see the problems (? ) being exercised. K: That's right. I was amazed when Schultz picked up the expel thing. I am him amazed at these stories and I don't know where the come from.
