the consequences of Cambodia are against what we wanted without raising questions
of what he is doing.
K: In addition to VN which you analyzed correcly, on the M. E. whether the
words were well chosen it was important to bring hom that this is important.

F: I agree. On substance and tactics they were wrong. I think Sisco got the
point right away.

K: I called Joe after the President's press conference. He said if anything
happened that worried us, tell me. And he said it was the g biggest favor you
have done us. He said don't walk away from the word expel. And SO Joe and
Ales were on the same line.
F: I caught that. The other people over there are not taking the same posture.
I have seen the same thing happen before.
K: I think people are feeding this business.
F: It feeds on stories itself. I think that the annoyance in the State Dept crowd
was not expel but that they resent hard line bacause of their traditional X feelings
on the M. E. They couldn't see the value
K: The negotiation, such as it is, has gone better since than before.
F: Even if you told me not, there never will be negotiations if the Israelis loose
their cool. I
K: There was the problem that the Isaraelis would strike, ? ? ? ? , or that
the Soviets thought it was a massive change in the American position and ? ? ?

The Sovidts have been more serious since then. The Arabs and the Soviets have
said absolutely nothing, which is different from before. No consultates have
been attacked or oil companies nationalized. But this doesn't take away from your
analysis. Some day after reading the morgues, history will be written that the
WH (started or wanted) confrontation.
F: Not quite. Between this wandering around the world and I don't know why and
(something about catching up with feelings and attitudes about Cambodia and it's
outcome and Elliot Richardson's leaving) it adds up to a picture of slight
which may have nothing to do with you and the Secy. I suggest direct confrontation.
K: I am not in a fight right now. I don't know what I am fighting about. I wanted
your people to understand. No one said anything about a permanent bade.
