S: In Sept. There's a ticker report that says W she is thinking of Sept.
K: I told him I didn't think much of it. He W said yesterday she is determined
to come for a speech. Just a pretext. I said I would have to talk to the
President.
S: Let me give this some thought. She probably thinks from an internal
point of view it's essential. For us it would be better if she didn't come at
all. I think we should discourage her. But if she does come she is not to come
here with a shopping bag. If it's characterized as anything more than to give
a speech at the UN and informal tour with the President of what's going on but
she
if she says anything about economic aid or military aid than we had better not
come at all. If this is agreeable with you I will take it up with Rabin.
kfx He is becoming more of a diplomate every week.
K: He is getting good.
S: The President cannot put this on paper. Two months before elections he
cannot turn it down but on a domestic point of view she comes here putting
forth demands then it becomes another problem regarding elections and the
Jewish community. And this is not lost on the Israelis that she has leverage
here during the & elections.
K: I understand your point.
S: You can convey this to the President.
K: One issue are reaised is cluster bomboing that Pranger is holding up. Why?
S: He thinks it kills more than one person at one time.
K: Is that ISA's job?
S: No. He is afraid that when it's known klx to the Arabs that ti's American
it will cause problems in Egypt. That's not a problem.
K: Only if it's used against civilians.
