Telecon Phil Farley 7/18/70 2:50 p. m. F: Gerry has been somewhat encouraged by the last round of the NATO consultation. It would be helpful to be in a position Tuesday to start the private x talks. He thinks this could be handled even if the issues discussed by the Verification Panel hadn't been settled. I told himitx it would be better if we had resolved it. K: When do you need an answer by? F: Monday if he goes Tuesday. K: What the President is leaning toward is that we ask also for the 250 large missiles. If they turn that down, we can go for the retro-fi thing. F: You mean the 250 siloes? K: Yes, that won't hurt us too much. F: It somewhat sullies the purity of our argument that But Berry at this point will like whatever he gets. me K: Let kim try it on the President on Monday. F: There's a question of whether it would be better to wait a few days or take the flight risk of opening the general subject. K: My instinct is to open the general subject. But I will get it cleared up on Monday. We can get it inot an acceptable fallback possition even if we go for the 250 new silos.
