P: One way we might diffuse the cease-fire thing which is a likely statement
from the people who are pressing it. If we are going to propose a cease-
fire , say that in the negotiations we have always indicated our withingness
to do it. That right?
K: Absolutely.
P: Guarantee cease-fire but that's the same. Thieu has indicated it too
.
K: Right and we remain ready to do that. They may ask if you will propose
one.
P: I will not say anything about proposals. With Bruce, we need a limited
answer, without, on the other hand
K: I think this will do it.
P: It's a question of doing it SO that we can - the main thing they will zero
in on is cease-fire because they have been talking to Sullivan and the group
over there. If I say July 01 we proposed a cease-fire

K:
We can do what we discussed on Sat. xxxxxx when we make a statement
link it to an Indochina cease-fire.
P: That's right but today we will just brush it off SO it's nothing now.
