L: Murray Chotiner calls Louie Weyman, a Cong. from N. H., saying
that the President has stopped the order to close Portsmouth -- that
order to McNamara -- it's not supposed to close until 1975. On the basis
of the call by Chotiner, he makes a public announcement. Now we have
Cotton and everyone mad because we said we would talk to them about it.
Now we have Scott on me saying the Philadelphia yard is more important.
said the WH wouldn't do this except through you.
K: I remember and I will put out a memo in the WH reminding people of that.
L: We shouldn't get into that until we get our budget through.
K: I have never heard of this. He hasn't discussed it with me. I would
have called you.
L: We have to have a working relationship on these things. Cotton gets
so mad.
K: You should take the heat on these.
L: If the WH is going to do it they should let you know.
K: I will set up that system and I hope xxx it will work. I will do it tomorrow
I will get Haldeman to send out a memo and send you a copy.
L: I should be the bad guy and keep the President out of it.
K: I couldn't agree more. I will talk to you in the morning on the secure
phone.
L: I called you because I am getting called and you might.
K: Sullivan's sehedule the President doesn't object to but he is concerned
about the timing. Wex Reserve your judgment until I tell you of the
President's thinking.
L: I have reserved it.
K: OK. I will explain the lay of the land to you in the morning.
