I have never seen\na study on that. The President asked me the other day.\nL: I sent you a paper on it a couple of months ago on when we can do this\nall-volunteer in Vietnam.\nK: I remember that. Will you dust if off.\nL: The 200, 000 you have and 80% of them will be draftees. You have\nto phase it over the next year. If we announced it right now the\nrecruiting would fall out overnight.\nK: He isn't thinking of this. He didn't know how the mechanics would\nwork. This is something I would not do without full consultation with you.\nL: There have been people in the White House working on this. They\ncame out the other day and wanted to know if the President would announce\nthere would be no more draft calls.\nK: No, no. We would like a paper from you telling how it would work -\nat what point you would make the announcement and at what troop level.\nL: We will get it to you. Another thing, we are sitting on the Blue\nRibbon Commission report and I think we ought to let it go public next\nweek. We won't endorse it but let Fitzhugh make it public and answer\nquestions about it. Take the wraps off it next week. Because if we\ndon't do that the strain will get it distorted. Because Ron Ziegler\nsaid in his announcement it wouldn't be made\npublic for 10 days to 2 weeks. Let Fitzhugh do it over here.\nK: The President wants a single chairman. He doesn't want to have to deal\nwith three operational commanders. And he thinks there ought to be a\nstaff.\nL: We have that."
