K: He would like to do it either just before or just after Labor Day and
close the business by the end of the school year. If you would suggest
that. If you could make the point, and I will make sure he is prepared,
that everybody keep his mouth shut in the interval.
L: Right.
K: As long as I have you on the phone, you and I have been talking about
when it is possible to go to all-volunteer in Vietnam. I have never seen
a study on that. The President asked me the other day.
L: I sent you a paper on it a couple of months ago on when we can do this
all-volunteer in Vietnam.
K: I remember that. Will you dust if off.
L: The 200, 000 you have and 80% of them will be draftees. You have
to phase it over the next year. If we announced it right now the
recruiting would fall out overnight.
K: He isn't thinking of this. He didn't know how the mechanics would
work. This is something I would not do without full consultation with you.
L: There have been people in the White House working on this. They
came out the other day and wanted to know if the President would announce
there would be no more draft calls.
K: No, no. We would like a paper from you telling how it would work -
at what point you would make the announcement and at what troop level.
L: We will get it to you. Another thing, we are sitting on the Blue
Ribbon Commission report and I think we ought to let it go public next
week. We won't endorse it but let Fitzhugh make it public and answer
questions about it. Take the wraps off it next week. Because if we
don't do that the strain will get it distorted. Because Ron Ziegler
said in his announcement it wouldn't be made
public for 10 days to 2 weeks. Let Fitzhugh do it over here.
K: The President wants a single chairman. He doesn't want to have to deal
with three operational commanders. And he thinks there ought to be a
staff.
L: We have that.
