Telecon Secretary Stans 7/27/70 5:00 .m. S: You're a lucky guy. My file is in the office and I can't remember all the things I wanted to talk about. K: Do you want me to call you back tomorrow? S: No, let's talk right now about the things I have in mind. I am worried about the President boxing himself in on the textile thing. He's got to keep his options open. He doesnt know when they '11 dump the bill on his desk-. it might be just before elections. I hope he can be encour- aged to keep his options SO he can go where he wants. We've had discus- sions in the office about this. He ought to say now that if there are shoes in the bill he'll veto it. He's got a lot of options now: exclude exempt countries, exempt products - - the way it is now he can administer it any way he wants. I would love to talk to him about it. K: I will get it across to him. S: I have tal ked to Mitchell about this--has he called you? K: Not yet. S: Well he will be talking with you. K: What do you think of reopening the textile negotiations on less than a comprehensive basis? S: I think it would be a bad idea. As the matter stands these people have the votes in the Congress. Anything we do would lose for the President all the credit he's gained. Peter Flanigan called me and said what about using the Kendall Plan. At the moment the textile people think the President's a great hero, but that would just iritate them. K: What about when he vetoes the bill? S: We'll look at that when we get to it. K: How can we? S: We'll see how it looks then. Two other quick subjects: On the British aale of arms to South Africa, how much longer do we have to hold up on telling Rhodesia? K: I thought I approved that. S: Yes but we can't get it through State or your staff.
