K: The President is in transit. He left before the thing got through.
R: Israel has raised a point which is very unfortunate. It may be
a device that they're using to
the whole initiative. They
say that because Jordan didn't accept the commitment to control the
fedayeen, they don't feel Jordan makes them a partner to the agree-
ment. We told them that the King can't do that and that we recognize
that Israel has the right of decision and do what they're doing now.
I have got Rabin coming in to tell him that this will be constructive.
We will tell him to put pressure on Jordan. If a ceasefire goes into
effect
Israel response done to undercut the whole initiative.
It is a very serious matter. I wanted to tell you I am going to take
the same line with Rabin and it will not be necessary for President
to take action.
K: My former student delivered
I don't see why their view vis-a-vis
the fedayeen is different if they accept a ceasefire.
R: I don't either. They say that it is a fedayeen
and that
Nasser will not observe it. Israel can manage the fedayeen with no
trouble. It appears that this is a way of shifting the whole initiative.
I am going to talk to them and I am going to be firm and it may be
necessary for the President to take some action.
K: I don't see what other view he would take.
R: I don't either.
K: Did Joe Sisco call you about 10 questions. I didn't know what he
was talking about.
R: We'll try to keep you advised. The thing is moving SO fast.
K: You are not modifying any of those
.
R: on the veto one, we will look at it sympathetically. We can't
approve veto.
The President made some pretty
announcements about the
Golon Heights.
R: That can't possibly arrive now because Nasser has accepted
the proposal. So I'll try to give as much assurance as I can without
