K: A constructive proposal.

When we left yesterday, Cooper said that he realizes that we are
not trying to discourage pressure. We xekixx realize Nx what he is
trying to accomplish. We are not sure about the Democrats. Their
interest is different from ours. We want to avoid a fight. None of
them disputed me. I think it would be a good thing that you talk to
Henry to see what his feeling would be. I support what you are
trying to do now. We have gone a long way. to
any thought
of touching Phase 1. With great reluctance the group agreed.
K: I will be in touch first thing Tuesday.
P: I have done a lot of thinking about MIRV. If we are successful in
the SALT talks limiting ICBMs and ABMs, then what is the reaction
when the country and world realizes that the limitation increases none
of our nuclear warheads. I would love to talk to you Tuesday on whether
anything should be done in the talks on that. That is for my educational
value and I want to help.
K: I would be delighted to do that.

They were very
good. We also clarified the question that the Administration will go
along with the Armed Services Committee some additional site in
Northwest. I told them yesterday that that would be
because
then you are fighting against Stennis, etc. That would be a setback
to the Administration.
