Z: President Mobutu is a very impressive guy.
K: Isn't he?
Z: I ran through the concepts of our operations in Vietnam; he
expressed pleasure at the education involved. Along the Congo River
he said he has a situation essentially equivalent to our ocean work.
He pressed for some boats
K: I don't understand how what he wants differs from what State is
offering.
Z: He wants a clear naval force, not just 10 craft, as State is offering.
K: What are those 10 craft?

Z: What I suggested to him--what we ought to do, if it is satisfactory
to our President is to send one of our experts over there to survey the
situation. He says they have a shipyard and 20 trained naval officers.
They have almost no enlisted personnel. The best thing that we can get
done now is to have an expert go and survey the situation.
K: Were you alone with him? Or was someone else there? from State?
Z: There was an interpreter from State-- a fairly low-level I surmise.
It was quite clear to me that if my government agrees
K: What the President wanted was for me to be able to tell him something
he had ordered.
Z: He XX should say he has ordered the Navy to send an expert over and come
up with a plan for the long haul and what, if anything, can be done in the short
halil. He is ineterested XX at the moment MX in building "farrow"( (?) cement
boats
