Telecon Admiral Zumwalt 8/5/70 11:45 a. m. Z: President Mobutu is a very impressive guy. K: Isn't he? Z: I ran through the concepts of our operations in Vietnam; he expressed pleasure at the education involved. Along the Congo River he said he has a situation essentially equivalent to our ocean work. He pressed for some boats K: I don't understand how what he wants differs from what State is offering. Z: He wants a clear naval force, not just 10 craft, as State is offering. K: What are those 10 craft? Z: P boats. K: Is there anything you can do? Z: What I suggested to him--what we ought to do, if it is satisfactory to our President is to send one of our experts over there to survey the situation. It was quite clear to me that if my government agrees K: What the President wanted was for me to be able to tell him something he had ordered.
