K: In our experience, whenever we want to do something that for
some reason some element of the bureaucracy opposes, we study it to death.
Z; We can avoid that. The President could offer to survey and offer
to train some of their naval personnel in our facility at M

That's a useful and low-cost
K: We don't care about the low cost. We're going to do it if the
President decides to do it. But it has to be within some rational limit.
Z: Well, he really must do these things first. He could also commit
himself to a small number of craft. I would recommend 10 of the PBR
types
K: How much would that cost?
K: It would be about$1 00, 000 apiece.
K: Would you put on a piece of paper what I can tell him and how we
move it there?
Z: It would be completely unstaffed by the bureaucracy.
K: I understand. Just send over to me. It doesn't commit you--just
the sort of thing that can be explored.
Z: Will do.
K: Mention training and also what I tell Mobutu to get that started.
